eBay Offers to Buyers vs. Best Offer: A Seller Workflow
Send and manage eBay seller offers with a practical workflow for eligibility, discounts, payment, counteroffers, and selected-listing or Store automation.
Choose the offer path before setting a discount
eBay Offers to Buyers lets a seller initiate a private discount for eligible interested buyers. Best Offer lets a buyer start the negotiation. Identify which side started the conversation before choosing your next action; an offer notification and a Send offers button represent different work.
Use this decision map: if you want to approach interested buyers, start with Offers to Buyers. If a buyer has submitted a Best Offer, respond to that offer. If someone has only asked an item question, read the message before deciding whether a discount is even relevant. Answering a specification or delivery question may be the useful next step.
Seller Center says a listing accepting Best Offers can also support seller offers to eligible watchers, except where that buyer already submitted a Best Offer. Keep one record per listing and negotiation so two team members do not work from different assumptions.
Check eligibility and your own floor
In Seller Hub, open Active Listings and filter by Send offers - eligible. eBay considers listing age, format, and buyer offer limits; a cart item must have been there at least two days. For automated selection, Help requires Buy It Now inventory that has not sold out. A watcher count alone is not a sending list. Use the eligibility shown for the actual listing.
Seller Center states a minimum discount of 5% from the Buy It Now price. The offer covers item price, excluding shipping. Sending has no additional fee beyond standard fixed-price fees, but applicable advertising charges can remain. Review postage, selling fees, and advertising costs before approving the amount.
The minimum is a platform threshold, not a recommended discount. Write down the lowest amount your business can accept for this particular SKU and quantity. If the eligible discount cannot fit that floor, leave the offer unsent. For the underlying calculation, use our guide to pricing eBay products rather than rebuilding your pricing policy each time.
For a bulk batch, inspect each included SKU. A percentage that works for one item can be unsuitable for another with different acquisition or fulfillment costs. Separate uncertain listings for individual review, and give the person sending the batch a clear approval boundary.
Send the offer deliberately
Select one eligible listing and Send Offer, or select several and use Actions → Send Offers. Set the percentage, dollar reduction, or custom amount available in the form. Review the actual resulting price. Add an optional message, decide whether to automate, set any automation dates, and choose whether to allow counteroffers before submitting.
The Help instructions finish with Update; the automation update page uses Send. Follow the final review control displayed in your account. Do not click through a remembered sequence when the form presents different settings.
Keep the message brief and factual. Use it to clarify the offer, without promising a reservation or an outcome. Save the item number, selected price, counteroffer choice, automation dates, and sending time in your operating record. That record should be enough for another team member to understand what was authorized without reconstructing the session.
Treat payment and stock as separate checks
For a manually sent seller-initiated offer, eBay Help describes targeting the 30 most recent interested buyers; the actual eligible audience may be smaller. Each offer lasts 96 hours or until sale, whichever comes first. An open offer does not lock stock. For a single item, the first buyer to accept and complete payment gets it; for multiple quantities, buyers can use the offer until expiry or sellout.
Acceptance is therefore a prompt to check the order and payment status, not a substitute for that check. Keep inventory accurate across your selling channels. Before handing work to fulfillment, confirm the purchased item and quantity against the order record. Avoid telling a buyer an item has been set aside merely because an offer remains open.
Handle incoming Best Offers and counters in their own lane
For a buyer-initiated Best Offer, the US Help section gives the seller 24 hours to accept, decline, or counter; expiry can come earlier if the listing ends. Seller counteroffers in that section expire after 96 hours. These are separate clocks: read the deadline attached to the actual offer rather than assuming every negotiation has four days.
For counters to your seller-initiated offer, use Respond now in the notification to accept, decline, or counter. Disable buyer counters before sending if you do not want that negotiation path. Decide who owns replies and when they will check them; automation should not create an unattended counteroffer queue.
Compare each counter with your approved floor and read any terms before responding. Escalate an amount outside the owner’s authority instead of repeatedly lowering the price. Record the decision so the next shift knows whether to wait for payment, respond, or let the displayed deadline pass.
Choose selected listings or Store rules
eBay’s updated automation page distinguishes two modes. All sellers can manually choose listings in Active Listings, including listings without current buyer interest, and automate offers to existing or future interested buyers. Its documented route is Actions → Send offers, set terms, choose Send automated offers, then Send.
Store subscribers can instead use Marketing → Buyer Groups for criteria-based automation, such as category or price range. Matching listings created later can join those rules. Store subscribers also have offer analytics through Marketing. Choose this mode only when the criteria describe inventory you are comfortable discounting without individual selection.
There is a public-source inconsistency: the separate Offers to Buyers FAQ still says automation requires a Store subscription. Help and the updated automation page describe selected-listing automation separately from Store rules. Check which controls your account actually provides; these pages do not prove universal account availability or a dated rollout.
Give any automation an owner and a review point. Recheck it after price, cost, or inventory changes. Use Seller Hub’s Offers page to manage active automation, and confirm the result after editing or ending it. A saved rule deserves the same approval discipline as a manually sent discount.
Use a short operating checklist
Before sending: confirm the offer path, item and quantity, eligibility, acceptable price, shipping treatment, counteroffer setting, and automation scope. After sending: record terms, monitor replies, verify payment, and reconcile stock. Review actual orders and costs before deciding whether the workflow is worth repeating; no acceptance or sales result is guaranteed.

Follow the eligibility, settings, and deadlines in your current account, particularly where public automation descriptions conflict.
