eBay Promoted Listings General vs. Priority: Choose by SKU

Compare eBay General and Priority by SKU, including 2026 any-buyer attribution, CPC economics, fee bases, and contribution-led campaign tests.

A promoted sale can look healthy in an advertising report and still leave too little contribution to justify the order. Choosing between eBay Promoted Listings General and Priority starts with the charge your SKU can absorb, then the controls you need to buy exposure.

For US listings on ebay.com, one change deserves immediate attention: since January 13, 2026, a General sale can qualify after any buyer’s ad click, even when someone else purchases the item. Build that rule into your economics before applying a familiar ad rate across the catalog.

01Choose the billing exposure first

General charges an ad-rate percentage on a qualifying sale. Priority charges for valid clicks, whether or not those clicks produce attributed sales. Both can be useful; neither has a universal cost advantage. eBay’s Promoted Listings overview establishes these billing models.

General makes the advertising charge sale-triggered, but that does not establish that advertising caused the sale. Priority gives you targeting and bidding controls, while exposing you to spend that may produce no orders. Start with one listing or a closely matched group rather than choosing a single strategy for every SKU.

Ask what the item needs. A listing with established conversion and enough margin may support a measured Priority test. A listing with uncertain demand may suit General’s sale-triggered structure, provided its qualifying fee leaves acceptable contribution. Weak photos, unclear condition, or an uncompetitive delivered price deserve attention before either campaign scales.

02Update your understanding of General attribution

On ebay.com, a General attributed sale occurs when any buyer purchases the promoted item within 30 days of any click on its ad. The purchaser does not have to be the person who clicked. The item must be promoted at both the click and the sale, and the ad rate at the time of sale applies. See eBay’s January 2026 update and current attribution definitions.

Imagine Buyer A interacts with the ad on Monday. Buyer B buys that same promoted item the following week. If the promotion conditions are met, the sale can attract a General fee. That is a hypothetical illustration of attribution, not evidence that Buyer A influenced Buyer B.

Also check what counts as a click. eBay’s General campaign guidance includes interactions such as adding to a watchlist or cart and using quick view. Your fee forecast should reflect the documented rule, rather than assuming only a buyer opening the full listing can qualify a later sale.

03Price General against the correct fee base

Estimated General fee per qualifying sale = ad rate × eBay’s defined total sale amount. eBay describes that base as including the item price, shipping, taxes, and other applicable fees. Confirm the applicable amount in the current guidance and reconcile the final charge in your account. Multiplying the rate by the item price alone can understate the advertising cost.

For a hypothetical order with a $110 applicable fee base and a 5% ad rate, the General fee is $5.50. If contribution before advertising is $18, contribution after this charge is $12.50. The $110 is an assumed fee base, not a claim that every dollar is seller revenue; calculate contribution separately using your actual receipts and costs.

Set your required contribution before choosing the rate. Include product cost, marketplace fees, shipping, packaging, and a reasonable allowance for returns and other variable costs. Contribution is the amount left toward overhead and profit; it is not net profit. Review dynamic-rate settings too: a rate that follows suggestions can change the economics you originally approved.

04Make Priority bids answer to conversion

Priority uses a second-price auction and bills valid clicks. Manual targeting supports keyword bids; smart targeting can use a maximum CPC. These controls help shape a test, but a bid is not a promise of profitable orders. Review eBay’s Priority campaign guidance for the settings available to your campaign.

Our planning formula is: maximum affordable CPC = allowable advertising cost per order × observed click-to-order rate. Derive the allowable order cost from the contribution you want to retain. Use your own observed conversion, with a consistent definition of clicks and orders.

Suppose a SKU can spend $6 per order and its measured click-to-order rate is 3%. The resulting planning ceiling is $0.18 per click. At $0.24 CPC with that same conversion, approximate advertising cost per order is $8: $0.24 ÷ 0.03. These invented inputs illustrate the calculation; they are not recommended bids or eBay benchmarks.

Keep budget exposure clear. Priority’s target daily budget is averaged over calendar months, rather than acting as a hard limit on each day. eBay describes a monthly cap generally equal to 30.4 times the target daily budget, with adjustments when you change it during the month. Check the live budget terms before setting a test you can afford.

05Reconcile attribution before judging returns

Priority reporting distinguishes direct sales of the clicked item from halo sales of another item from the same seller within the 30-day window. A halo purchase does not add a separate advertising fee beyond click charges. Use the attribution definitions to interpret which products appear to benefit.

eBay permits the same listing in General and Priority and says reporting can show attribution under both. Do not add those reported sales together and assume they represent distinct orders. Reconcile listing reports, actual orders, ad fees, and Payments records. Priority click costs still exist even when no sale is attributed.

Allow for reporting delays: eBay says metrics or valid charges can take up to 72 hours to reconcile or appear. Attributed revenue and ROAS describe reporting relationships; they do not measure incremental profit or prove how many orders would disappear without advertising.

06Run a small test with a contribution floor

Select eligible items with known costs, enough stock, and a clear reason to advertise. Record the starting price, shipping terms, listing condition, conversion, and required contribution. Limit the first test to exposure you can afford, then review settled charges and listing-level results.

Keep General where actual qualifying fees leave the required contribution. Continue Priority where observed click costs and order economics support the spend. Reduce bids, revise the offer, or pause when the SKU falls below its floor. Account for seasonality, stockouts, and price changes when comparing periods; a sales increase alone does not establish advertising lift.
